Yes, this is a new feature.

What do you do with it? Give props to people if they have a post you like.

The system limits karma giveouts so you can't rapi-fire it out and you can't give it to yourself.

If you're a mod/admin, I will only allow you to give out 5 karma to one person once a day (by going into a member's profile > edit and Admin section), but you can give out normal karma like anyone else.

I am also going to reset abnormal karmas that happened before I explained what was going on. Give it out reasonably, guys.

I just double-checked to make sure that's what's happening and it is.

If I log out and check this thread, I see the options, but when I log in, the options are gone? (As I post this thread, the options are not there.)

because you have to have Utopiamag as your skin to see the karma options.
