If you offend people anyway, then you maybe should've thought more carefully about what you said. Saying 'no offence' does not protect you from the consequences of what you say next.

Iunno... i'd say that's not always the case. i think sometimes...

well, sometimes when someone says it it makes me try to listen properly to what they're saying and not be offended.

oh... and btw it's spelt 'offence' over in the UK, if anyone was wondering why i'd spelt it that way when everyone else is spelling it differently ^_^

Yeah no offense is more of a have your cake and eat it too type thing. Typically it is said after something hurtful, usually after someone catches themselves saying something offcolor, and just happens to notice someone around who would be the butt of said joke/statement. If said before it usually means you should think a little bit more about your statement if you want to truly not be offensive. I think a much better way to start the sentence is, To be frank, or To be totally honest. This still shows people you're not being offensive, but giving your real opinion, not clouded by all the PC crap our opinions are usually clouded by.

However, I think you still have to realize that being truthful can be offensive (and usually is, to someone), and just kind of go on with it. No amount of placation will take away the offensiveness. It might dull it but still doesn't get rid of it. Also to some extent if you really meant it then I don't think you should apologize, unless you really didn't want to hurt them, in which case you really didn't mean it.

So all that being said, you're always free to say whatever you want, just don't be surprised if someone finds something offcolor, or derogatory towards them offensive.

I guess the real answer is yes and no. Yes you can say whatever you want, no to if it's offensive, it's not going to be offensive anymore, because it will still be offensive just maybe less so.

The question is flawed.

The PROPER phrase is "No Offense Intended"

That is much more meaningful than simply "No Offense" and more polite too.

No Offense sounds more like an order, while adding that any offense is not intended makes clear your own intentions.

If that offends anyone...

Be Offended.

Be VERY Offended!

(In Space, Nobody can hear you be offended!)

I like that observation. It reminds we of the way it sounds rude to say, "excuse me" as it is a command that apparently needs to be followed rather than, "would you please excuse me" which is a question that gives the person being questioned the power.

I think it is better not to preface anything with "no offense" and if someone gets offended, explain why no offense was intended.

Although it 'allows' someone to get offended initially, it also serves to train that we need not be offended, and once we realize that we got offened without hearing the whole side of the story (or the intention of the comment) we realize that we need to control ourselves in getting offended.
