NEW YORK (CNN) -- North Korea's reported threat to fire a nuclear missile is an attempt to bully Washington into face-to-face talks with Pyongyang, U.S. Ambassador to the United Nations John Bolton said Tuesday.

"This is the way North Korea typically negotiates, by threat and intimidation," he said. "It's worked for them before. It's not going to work this time."

The world, meanwhile, was lining up against the reclusive regime of Kim Jong Il, with even longtime ally China saying Monday's reported nuclear test should bring "punitive actions." The U.N. Security Council prepared to further discuss sanctions on Tuesday. (Watch the world call for immediate action -- 1:35)

South Korea's Yonhap news agency, in a dispatch carried by The Associated Press, quoted an unidentified North Korean official as saying, "We hope the situation will be resolved before an unfortunate incident of us firing a nuclear missile comes."

"That depends on how the U.S. will act," the official said.

Bolton said the United States has talked one-on-one with its North Korean counterparts on the sidelines of the stalled six-party talks and will continue to do so if Pyongyang returns to the negotiating table.

"If they want to talk to us, all they have to do is buy a plane ticket to Beijing," Bolton said.

But North Korea has shunned the talks in favor of bilateral negotiations with the United States.

The Bush administration has refused to negotiate with Pyongyang without the input of South Korea, China, Russia, and Japan.

Bolton said the North Korean regime is unwilling to take part in the multilateral negotiations "because they're not getting what they want."

"We want the elimination of their nuclear weapons programs," he said.

Now, North Korea faces the threat of United Nations sanctions which, U.N. diplomats say, are tailored after existing sanctions imposed by the United States.

Japan has tacked on additional sanctions to the U.N. draft resolution, which is still being circulated among U.N. Security Council members.

The draft resolution attempts to target the country's weapons and illicit drug trade to punish Kim's regime and not civilians, Bolton said.

"Our aim in the sanctions we proposed is precisely not to do anything to worsen the terrible condition of the people who have suffered under this regime," Bolton said.

"Our draft resolution, in fact, carves out explicit exemptions for humanitarian supplies. To the extent that we are able to, we will try to keep that flowing to the North Korean people who need it."

North Korea's people often go hungry, with the government unable to provide for basic needs after decades of economic mismanagement under its Communist leadership.

Despite the reported missile threat, the North's missiles are not likely to be capable of carrying a nuclear warhead, and a test firing of an alleged long-range missile failed in July. (Watch what experts think about missile strikes -- 2:11 )

Doubts even remained Tuesday that Pyongyang conducted a nuclear test.

That's because Western measurements showed an explosion equivalent to about 500 metric tons of TNT, which a senior U.S. intelligence community official said was unusually small for a nuclear blast.

By comparison, nuclear tests in 1998 by India and Pakistan were about 24 to 50 times as powerful, according to the Federation of American Scientists. (Nuclear nations)

Any sanctions coming out of the U.N. would need the support of Russia and China, which hold veto power in the Security Council.

While the Chinese Foreign Ministry spokesman ruled out any military actions, Beijing appeared ready to back some form of sanctions.

China's U.N. ambassador, Wang Guangya, said the Security Council must give a "firm, constructive, appropriate but prudent response" to North Korea.

"There has to be some punitive actions (against North Korea), but also I think these actions have to be appropriate, so we will discuss with others," he said.

Earlier, Chinese Foreign Ministry spokesman, Liu Jianchao, said in an AP report that "the nuclear test will undoubtedly exert a negative impact on our relations."

South Korean President Roh Moo-hyun said his country would reconsider its policy of engagement with the North, according to a report from the Reuters news service.

Australia said it would impose various measures on North Korea, including curtailing visas.

And Japanese Prime Minister Shinzo Abe said Tokyo may impose sanctions on North Korea even if it turns out the test was a ruse, AP reported.

President Bush on Monday insisted the United States "remains committed to diplomacy" to settle the dispute. (Watch Bush on why North Korea's move poses a threat -- 2:34 )

U.S. military units in the region were keeping a low profile, AP reported, with officials cautiously avoiding any comments that might provoke the North.

"We are monitoring the situation," Master Sgt. Terence Peck, a spokesman for the U.S. Forces, Japan, said on Monday. On Tuesday, officials said they had been instructed to refer all questions to the State Department.

Is the same thing that happened a couple of months ago when they were testing nuclear missles, one that would have had the range to hit the states. No one heard about this story around where I was, I found out about it through my friend in the Navy. Of course playing through Metal Gear Solid you learn a lot about the current state of nuclear weapons in the world.

It's funny how we don't want anyone else to have them while we keep so many ourselves. But North Korea is a place to watch as their leader is very unpredicable. It doesn't help that Japan has spoke of possible invasion of Korea I believe. So hopefully the North Korean leader knows that nuclear war would solve nothing and end in an essential tie. If not, time to move to Canada :P.

Kim jon il is just flexing his nuts. Basically its like a rich kid tell the average and poor kids that he has a new pair of shoes that cost $500. But if they step on his shoe they will get f*cked up. He won't do anything unless he feels threatened or he wants a war.

My fear is that.. Bush will "Charge!" Then hes going to piss NK off. Then they will say, "You want our bombs/missles you can have them! Next thing you know theres bombs flying. Many women, children, familys will all die. Skin melting off your bones.

Then the ice caps will melt from all the heat. And we will all drown.

It's just empty threats. We know this already because North Korea does this all the time. We do know, however, that if we do attack North Korea, they will fire off their sh*t. That is why we're not blasting their asses right now. Also, knowing that South Korea is being retarded (and I'm half South Korean) and wants to reunite with North Korea, which is why they wanted the Americans out of South Korea because it was "ruining" that. It was cause us some problems with the South, then possibly countries getting supplies from North Korea, possibly the Middle Eastern countries (Iran, and other possible threats... mostly Iran) and possibly China and Russia.

CHina is wary only because they neighbor North Korea and they know if they try something, they will fire their sh*t. So, to sum it all up, the best thing at the moment is diplomacy and keeping an eye on them. If they begin showing signs of using them, that's when we should take care of them. But for now, just leave them alone.

How far does the bomb inpact spread? They should be aiming for NYC. I live in PA. Between water with bridges. I wounder what my chances are. Or anyones chances for that matter. I kinda want to know. *Kittys thinking about moving far away from bomb landings :P*

Alright, Jesus... stop acting like Bush is a destroyer. You sound f*cking stupid when you say that over and over. He isn't stupid enough to provoke war and have our allies get attacked. That's what North Korea will do; they'll attack allies like China (not really allies, but they do carry much weight in the UN), Russia (same circumstances as China), and whatnot. If that happened, our allies would turn their backs on us. An educated person would know that much. Plus, when you're messing with people with nukes and threaten to use them, you want to take things with strong, precautionary measures. Even the dumbest of politicians know that. If you don't understand the fabrications of strategy and anything involving war, don't jump on your high horse.

Bush is a tool nothing more. But no one is really stupid enough to charge in. He has a big gun(symbol) and no one can touch him at this point.

Its not nice to call me stupid. I been watching the news on CNN. Bush said hes taking this idea as a threat. And he plans on doing something about it. DON'T CALL ME STUPID, Kratos Aurion :nope . You may call me out on a spam because "its your job." Its not your job to insult people. I even got mad at BQ for calling Facts a "stupid head." NO NAME CALLING PLEASE.

Edit: If anyone sounds stupid it the CNN news man. Because this is where I'm getting my info from. And its there job to help people like me to panic. Its good for there ratings.

Well, for one, never believe what the media tells you, especially when it's a liberal vs. conservative thing. CNN is a liberal news station, so they will portray Bush negatively. And when he says he'll do something it can mean several things, not just "I'm gonna go charge in ther eand kill them heathens!" Think first.

Plus, I say, if the shoe fits, wear it. People believe the media too much these days because they don't like to think for themselves. They rather someone else tell them how to think. Anyone who, on first instinct, believes the media is stupid.

...maybe theres some incompatibility between the belief that Bush is a puppet of corporate superconglomerates or oil barons or whatever's in vogue among conspiracy theorists right now, and the belief that he's a total prat who can't do his job right? I mean, either he's motivated by a higher ambition, or he's incompetent. Not both.

this 'bush is a tool' thing is, to be frank, laughable. like there has ever been a world leader who hasnt listened to the demands of those who back him and those who put him in power?

you might as well call him a puppet of the people.

or you could just totally ignore me. or choke me with allegations of varying fictional and factual proportions until i apologise. either way is fine by me.

As a puppet he can be anything ranging from incompetent to conniving.
He can be a bimbo, so long as someone is still pulling the strings to make him a bimbo in the proper direction.
No one's to say that just because he's incompetent there isn't something ordained.

And the 'Bush is a Tool' theory isn't just founded on him having a higher set of goals than his own, it's founded on his entire organization being politics.
There are those who say campaigns and administrations being run by politics isn't something new, but the shocking aspect of this is the degree of their concern over how they can <i>not</i> change their ways but <i>appear</i> as though they have the public's interests at heart.
It's not that he's a tool, it's that his entire administration is just serving the higher dollar, which, no matter how you look, few presidents, if any, have managed to such a degree.

And a puppet of the people?
Ha, no, that would be Bush's speech writer.

i realised today that whenever 'sober' by Tool comes on, i start to whistle to it. Its not a habit of mine to be generally whistling to stuff, so why do i do it?
