There are diffetent Joker approaches. There was one time he was characterized as a lucid, ironic and dangerous psychopath.

But this Joker is kinda... uhm... Let's say that if I was this boy, I'd kick the guy in the face and say 'Bad, bad Joker!'

So like why is the Joker walking off the page?
And why is the kid the same size as the tree?

The 'Joker walking off the page' is a technique used when drawing comics, to make things more dynamic and interesting. You see how it looks better when you can see the whole body of Joker, instead of being limited by the panels.

And the 'kid same size as tree' is because there's another technique there: perspective. You see, when things are far away, they get smaller. A mountain seen from very far is very small. In the panel, the kid is only in front of the tree, and the tree is a little far away. Despite the illusion that they are the same size... they aren't.

Interesting fact: the reason why the egyptains only drew people seen from the side was because they didn't know the perspective technique, and thus couldn't create deepness in their art.

So if the kid is up close then why not just only show the tree trunk? With out the branches. I would be kinda scared to see just a leg hanging down from a tree.

As the tree is farter away, it gets smaller... The whole tree... branches and stuff =P

The tree isn't really next to him. It's like a good 15 feet away or so.

It just looks like they made the people too big.
