we have 182 games on this site and only 25 are represented in the top 25 games list (http://www.rpgmmag.com/game_top_lists.php). thats about 1 out of every 7.28 games getting a spot. i think this should be expanded by around 10 to reflect more top games.

(btw, there is an error on the list that puts a 8.0 game in between two 8.5 games)

a game scoring 75% or more should be reflected on the list as any game make with rpg maker at that level of praise deserves to be recognized and played. maybe this might encourage others to play some games that they normally would not touch or even review some of the untouched games.

I would argue that 25 is too many for a top list. To be honest, I would lower it to 20 or even 10.

On the flip side of that, I would put a (See All) link at the bottom of the list that would bring you to a new page listing all games by (whatever sortment)
IE - each list has a see all link that will resort all the games by rating, # downloads, # comments etc.

Or just keep everything on one page with an overview featuring the top X number of games in each category, then all the options to sort all games various ways.

i like your idea better. a full list on command via a link and the main list reduced for space and practicality.
