On Subject:

I'm kind of on the same line as Rodak with this one. Saying 'no offence' or 'no offence intended' is basically letting the person know that what you're about to say will probably offend them and that you are sorry if it doesn't but it's something you feel needs to be said.

this can easily be used of course when someone thinks something needs to be said though it really doesn't. it all comes down to the judgement of the individual, i think.
