While I like the idea, because fast internet is good, I also think that this is something our government should not be involved in. Not because I don't trust them. In fact, I think this part is good:

We only have up to 5MB (40mb?) around here.

But I think that the government's money should be focused on other matters, instead.

This will open the world to everyone. With high speeds everywhere (keep in mind that the definition of fast changes annually) education standards and access will increase as well. People won't be slowed in life based on where they happened to be born. They will be able to take classes online and in real time. The standards for online school are low now, but with greater demand comes greater improvements. If highspeed internet is common place, then online schooling will too. Plus, cable, sat., and over air tv is dying. The internet will care for our future.

You do realize this is just funding from the government in terms of subsidies to existing telecom companies right. Also I see no time tables in this initiative, so while great who knows when we'll see progress towards these goals. I really like this idea and think this should have been started already (google beat the government to experimenting with this). But we'll see what happens since ISPs would rather gouge money for subpar internet service than expand our infrastructure so hopefully this initiative hits the ground running and we see speeds catch up to the asian and european countries kicking our ass.
