Chibi - not really a name, so to speak. It's another one of those words that can be mistaken for a name. Chibi is a style of drawing anime or manga to make the characters look like children. Like your avatar, for instance, although that could also be SD, or super deformed style.

Seems like it would depend upon how you pronounce it. Is it "once" or "ice"? If it's "once", the closest real name is the Old English Ondes, meaning "zealous", but if it's "ice", the closest is Ives, meaning "yew-bow archer" or "little archer", also in Old English.
