you could try removing the characters from the party until the one you want in the front is in the front.

You've got to use events that look like the character you want to move...

You'd have to take out the characters of the party except the first one, create events that look like the characters you took out, and then use these events as if they were the characters. It's not that simple.
In short, if you want to do that, you're better off planning a whole cutscene.
