In the beginning of one of my games, I want to start off a storm. But, when I make the storm, I want it to look cloudy and dark. How do I do that?

Page 2 of the Event Commands, Change Screen Color Tone.
Also on Page 2, Set Weather Effects.

And if you want a sort of foggy/misty effect, Page 2 once more, Change Map Settings, the Fog Graphic option.

Oh and either use Autorun or Parallel Process to start the event.
