Under the event's movement options (with the starting conditions and graphic), select Custom from the drop-down menu. Then click on Move Route under that, and choose "Move toward Player", making sure that "Repeat Action" is checked.

Ok, but that's not really what I wanted. What I wanted is to make a NPC follow another NPC in an event. Like, a captured dude being escorted to jail by a soldier.

Oh, that's simple. Just have one guy's movement command directly follow the other's with no pause between. Or at least I assume it works that way.

Well you might need the Caterpillar Script that allows party members to follow you. and i know rmxp.org has a few of those scripts.
