Unfortunately it does not make my brain go faster.
But luckily, my brain doesn't need to go faster to learn how to make an announcement. ^_____^

He already does. He's a site admin, which is the highest level of power.

If you sign onto AIM, I can show you some basic functions.

Edit: I checked my other account I have in the "Administrator" usergroup, and it worked fine. He should be able to work it.

That's odd. Reki and I are on the same administrative level. He should be able to access the forum-creation options. hmm...
